Proposed Dyno Nobel explosives plant in Wabush, Labrador gets conditional approval
The Newfoundland and Labrador environment ministry has released an emulsion manufacturing plant proposed by Dyno Nobel Canada Inc. from environmental assessment subject to conditions requiring the firm to provide information on local employment and procurement strategies.
In June, Dyno Nobel registered the proposal, at Cliffs Natural Resources Inc. (NYSE: CLF) Scully mine site, for environmental assessment. The emulsion plant is intended to supply Cliffs with blasting agent for iron mines in the Wabush area near Labrador City, east of the Quebec border.
In an environmental assessment bulletin posted to the provincial website Aug. 27, the environment ministry stated the project is released on the condition that "further information regarding strategies to ensure local employment (including gender and diversity considerations) and procurement benefits must be provided to the Department of Natural Resources."
In addition to the manufacturing plant, the project would include a heated parking garage, 778 metres of new rail section and 2.5 kilometres of new access roads.
