Construction set to start on P3 highway

Construction on the first public-private partnership (P3) highway in Alberta is set to begin in the spring.

Access Roads Edmonton has been selected by Alberta Transportation from three bidders to design, finance, build and maintain the Southeast section of the Anthony Henday Drive in Edmonton.

The $493-million P3 project will be warrantied by the consortium of engineering, construction and maintenance companies for 30 years. To be completed in the next two years, the project features 11 kilometres of highway, five interchanges and 24 bridge structures, forming a section of the Edmonton ring road.

Access Roads Edmonton is comprised of: Marshall Macklin Monaghan (lead); Stantec Consulting; ERES Geotechnical; Golder Associates; Earth Tech Canada and Bel MK Engineering, design; PCL Construction; Lafarge Canada and Sureway Construction, builders; ABN AMRO Bank N.V.; Canada Branch, finance; Transportation Systems Management, maintenance and operations.

Under the P3 arrangement, the contractor pays for the design and construction of the road, and the province will make monthly payments of almost $24 million to the contractor over 30 years to cover the construction costs as well as ongoing maintenance and operational costs.
